Detailed Rules of Articles

Article 1 (Objective)

These detailed rules of articles aim at defining delegation and necessary items based on the Articles of Associations of Corp. Korean Counseling Association.

Article 2 (Requirements of Members)

According to the Article 5 in articles of association of Corp. Korean Counseling Association (hereinafter "articles of association"), members of KCA consist of individual (full, associate, and general members), organizational, and life-long ones.
1. Individual Members
1) Full Members
©ç Person who majored in counseling in graduate school and granted a degree of master or more
©è Person who is an associate member for 3 years
©é Person who is an associate member with 2-degree counselor certificate
©ê Person recommended as a full member by other sub-department associations and approved by the operational committee
2) Associate Members
©ç Person who majors in counseling in university (more than 5 semesters) under falling the attached table 1.
©è Person who majored in counseling in university and granted a degree of bachelor or more
©é Person who majors in counseling in graduate school
©ê With a bachelor's degree, person who works in schools as a counselor or counseling institutes accepted by the operational committee for more than 3 years
©ë Person qualified as a counseling teacher
©ì Person educated by this association or sub-departments for more than 120 hours as a general member of KCA.
©í Person recommended as an associate member by other sub-department associations, and approved by the operational committee
3) General Members
©ç Person educated by university related with counseling or institues acknoldeged by KCA for more than 120 hours
©è With a bachelor's degree or more, person who worked in clerical service for more than 3 years, and admitted by the operational committee
©é Person who has a bachelor's degree of counseling
©ê Person recommended as a general member by other sub-department associations and approved by the operational committee
2. Organizational Members
1) Universities with departments related counseling and acknowledged by the operational committee
2) Organizations which include full members of KCA and acknowledged by the operational committee
3) Organizations as a public ones like university libraries and acknowledged by the operational committee
3. As a life-long member person who agrees with the purpose of KCA and donates more than 2 million wons as a development fund. A life-long member has a right of exemption of annual fee.

Article 3 (Rights of Members)

¨ç Members are protected their professional rights and benefits by this corporation
¨è Members are received the benefits of various conferences and trainings supervised by this corporation
¨é Members are provided journals and vaired research results publushed by this corporation

Article 4 (Withdrawal of Members)

Members can withdraw in case of the matters as prescribed in the following, and shall not be rejoined in a year. All practice history during withdrawal period is not acknowledged.
1. Death of members
2. Expulsion of members
3. Withdrawal of members due to their request

Article 5 (Suspension of Members and Its Rights)

1. When members do not pay annual fee for 3 years (excluding the corresponding year), their qualification and rights are suspended from Jan. 1, next year.
2. Training courses and supervision of person with suspending his/her qualification and rights shall not be acknowledged.
3. In terms of trainees and supervisors, if they do not pay previous year's fee, their training courses and supervision in the corresponding year shall not be acknowledged.

Article 6 (Restoration of Members and Its Rights)

With respect to restoration of member's qualification and its rights, training history, if the member pay his or her delayed fee in full (recent 3 years, excluding the corresponding year), suspension of qualification and rights shall be restored from the year paid, but not be acknowledged previous training courses before recent 3 years (excluding the corresponding year). Recent 3 years' fee includes recent unpaid 3 years' fee excluding the corresponding year.
2. Person who default on his/her fee more than 3 years can be restored his/her qualification, rights, and training history after paying all unpaid charge in full.
3. Person who default on his/her fee more than 3 years can become a life-long member if s/he donates development fund based on Article 2 Clause 3, and be restored his/her qualification, rights, and training history and subsequent annual fee would be exempt in later.

Article 7 (Fee and Other Refund for Members)

1. When members are withdrawn due to his/her request, their fee of the corresponding year except for commissions by the formula of daily calculation shall be refunded, but previous fees shall not be.
2. In accordance with refund of various symposiums and education ¡¤ training, the refund notice informed to members in advance shall be a criteron of refund.
3. As for fee refund of qualificaiton certificate, the refund notice informed to members in advance shall be a criteron of refund.

Article 8 (Election of President)

¨ç In terms of election of president according to Article 12, Section 1 in articles of association, the president shall be elected by directors and operational committee members and approved by the general assembly.
¨è Regarding operational committee members, comply to Article 10, Section ¨ç of detailed rules for operation.

Article 9 (Dismissal of Executives)

When executives damaged prestige of the corporation or against it, or violated duties of executives, they shall be dismissed by the board of directors.

Article 10 (Reward for Executives)

Executives except for directors in charge of business operation shall not be paid. Provided, actual expenses can be paid for business conduct.

Article 11 (Duty of Vice-president)

Vice-president in charge of planning business shall supervise the business of National Qualification Promotion Committee, International Exchange Committee, Planning Committee, Foreign Cooperation Committee, Ethics Committee, Publicitiy Committee, Speical Committee, and Disaster Counteract Committee, and take charge of constituting development fund of the associations. Vice-president in charge of planning business shall supervise the business of Education ¡¤ Training Committee, Annual Conference Committee, Counselor Support ¡¤ Management Committee, Journal-editing Committee, International Journal-editing Committee, and Student Committee, and also can perform as a president when the president is in absence.

Article 12 (Minutes of General Assembly and Executive Board Meeting)

As for the intend of meeting, the chairperson and present directors shall sign the minutes including the following:
1. Meeting date and place
2. The number of registered members or directors
3. The number of present members or directors
4. Matters for resolution
5. The process, purpose and comment point of presenters

Article 13 (Operational Committee)

¨ç According to Article 29, Section ¨ç, operational committee of the corporation consists of a president, vice-presidents, the very former president, a general director, next president, each committee head, each sub-department association president, and each local association president as compulsory directors.
¨è The head of operational committee shall be the president.

Article 14 (Appoint of Committee's Head and Its Term)

Each committee head shall be appointed by the president and fulfill for 2 years, and can serve consecutive terms. Provided, the committee head of annual conference shall fulfill for a year.

Article 15 (By-election of Committee's Head)

When a committee head entitled to convene became vacant, the president appoint the next head, and his/her term shall be the remaining period of the predecessor.

Article 16 (Operation of Committee)

¨ç Each committee shall plan detailed operations or business schedules with the presdient, and then get approval by the board of directors. The result shall be reported to the board of directors for more than 1 a year.
¨è The finance yielded of each committee belongs to KCA.

Article 17 (Committee)

According to Articles of association 29, Section ¨è, a standing committee shall be the following: 1. Education ¡¤ Training committee
1) Composition: committee head, several committee members
2) Task: supervising training related with Qualification Certificate and requalification, education and training to develop members' professionalism, managing training institutes or certificate centers.
2. National Certificate Promotion Committee
1) Composition: committee head, several committee members
2) Task: legalizing KCA's qualification such as an official approval of certificate, promoting national certification,
3. National Policy Research Group
1) Composition: committee head, several committee members
2) Task: research or suggestion of countries related with counseling and public policy, gathering and reflecting opinions of citizen, government, politicians, and KCA members to improve public services of KCA
4. International Exchange Committee
1) Composition: committee head, several committee members
2) Task: internalizing business including inviting overseas professional scholars, holding international conferences, contracting exchange agreement with international associations (APA, ACA, and ACES), constructing local chapters of international associations, supporting business for publishing international jorunals and international academic exchanges
5. Planning Committee
1) Composition: committee head, several committee members
2) Task: planning/innovating business of KCA such as planning development of association, establishing new sub-departments, educating associations, training, Qualification Certificate, systemizing certificate management
6. Foreign Cooperation Committee
1) Composition: committee head, several committee members
2) Task: cooperating with foreign institions including mutual cooperation with foreign institutes such as government, national assembly, public institutions, social communities, and corporations, and improving social recognition of KCA and counselors, manufacturing and managing foreign cooperation network database
7. Annual Conference Committee
1) Composition: committee head, several committee members
2) Task: holding annual conferences
8. Ethics Committee
1) Composition: committee head, several committee members
2) Task: various works to reinforce counselors' ethics like dealing with ethical sue against counselors and raising dignity of counselors
9. Counselor Support ¡¤ Management Committee
1) Composition: committee head, several committee members
2) Task: certificate of counselors, maintenance of membership, or requalification support, manufacturing and managing counselors' database, dispatch support of counselors to countries or public services
10. Academic Committee
1) Composition: committee head, several committee members
2) Task: work to strenghen members' general academic levels including supervising business related with award, screening and selecting subjects for academic award, supporting annual conference business (symposium, workshops, academic thesis/poster, etc), operating BBLS, planning and publishing professional books relating to counseling
11. Jornal-editing Committee
1) Composition: committee head, several committee members
2) Task: editing journals such as collecting, reviewing, and publishing manuscript of 'Counseling Research' to develop its qualitative level
12. Special Committee
1) Composition: committee head, several committee members
2) Task: progressing activities given by the association
13. Publicity Committee
1) Composition: committee head, several committee members
2) Task: publicity of KCA both internally and externally including publishing e-News, public materials, magazines relating to counseling, and planning lectures provided by the press, managing publicity network
14. Integrated Academy and Case Research Committee
1) Composition: committee head, several committee members
2) Task: supervising and planning 'integrated academy and case research presentation,' managing sub-departments and local associations' case researches
15. International Jornal-editing Committee
1) Composition: committee head, several committee members
2) Task: Internalizing business including publishing international journals JAPC and progressing registering theses to main acadamic database like SSCI
16. Student Committee
1) Composition: committee head, several committee members
2) Task: supporting for next-generation counselors including academic and publicity activities for students in counseling departments (university and graduate schools), supervising cultivation of next counselors (especially high school students), holding UCC and counseling story contests
17. Qualification Certificate Committee
1) Composition: committee head, several committee members
2) Task: Matters related with counselor qualification such as managing registration of trainees in counseling associations, evaluating certificate, supervising examination. Reference: The deputy chairperson of the committee shall be appointed as a supervision member.
18. Disaster Counterplan Committee
1) Composition: committee head, several committee members
2) Task: Proposing prevention systems of national disasters or accidents, establishing counterplan or back-up plan, and being appointed as a supervision member
19. Special Committee for Personality Education
1) Composition: committee head, several committee members
2) Task: developing and disseminating counseling programs to cultivate citizens with healthy and upright personality according to personality education improvement act
20. Special Committee for Career Education
1) Composition: committee head, several committee members
2) Task: developing and disseminating career programs relating to career education or experiences according to career education improvement act

Article 18 (Sub-departments and Local Association)

1. The name of sub-departments and local associations (hereinafter referred as "sub-departments and local associations") is "00 counseling association of corporation Korean Counseling Association."
2. The association rules of sub-departments and local associations shall be approved by the board of directors.
3. The operational details of sub-departments and local associations shall be determined by the sub-departments and the local associations.
4. Memberships of each sub-department and local association comply with membership criteria of general association(KCA).
5. The sub-departments and local associations shall report acitivity performances or business to the board of directors when the president request. In general assembly, the sub-departments and local associations should report each performance and situation orally and in written form.
6. General association(KCA) shall support activities of sub-departments and local associations.

Article 19 (Qualification Management)

The association shall operate regulations on counselor qualification to reinforce members' speciality.
1. Based on the regulations on counselor qualification, the association shall issue certificate, which shall be operated by the qualification certificate committee. Details of this operation comply with specific rules for operation.
2. Each sub-department shall implement extra trainings besides certified curricula in this association. The person who acquires training score average or higher described in rules for operation to qualify for the certificate can state his/her detail major by request of each sub-depratments. Details of this comply with specific rules for operation.
3. The types of certificate consists of two: 1st grade and 2nd grade counselor

Article 20 (Research Group)

If members request but not relavant with foundation reqirements of sub-departments and local associations, research groups can be organized, and general association shall support to activate these one.

Article 21 (Investment)

Investment for the corporation is as follows:
1. Membership fee
2. Contributions
3. Development fund
4. Other profits

Article 22 (Expenditure)

Cost of the corporation shall be disurses from legal assets.

Article 23 (Use of Special Accounting)

Profits or surplus by special accounting shall become endowment or legal assets.

Article 24 (Fee of Members)

¨çThe fee of members shall be decided by the board of directors.

Article 25 (Staffs of Office Department)

According to Articles 43 in Articles of association, KCA includes the office to operate.
1. The office dept. head shall be appointed by the president after being consented with the board of directors.
2. The office dept. head shall handles all the matters of the corporation by president's instructions and can present and have an official statement in the board of directors.

Article 26 Addenda: (Term of Office Department Head)

The term of office dept. head shall be 2 years.

Attached table 1. - Article 2 (Requirements of Members), Section 1, Clause 2 For associate members, "(1) Person who majors in counseling in university (more than 5 semesters)" means 5 or more fields including compulsory counseling theory, at least 1 subject by each area, total 12 subjects and 36 credits in below table's 8 areas of counseling.
